APPEAL
TO THE CITIZENS OF NATO COUTRIES
Your countries committed the aggression against Sovereign State - Yugoslavia
Come to your sense! Innocent women and children lose their lives. Blood of
the dead appeals to you! Your bombs kill peaceful people!
The Leaders of your countries trample the obligations, which you ought to
carry out during the establishing of United Nation - the security for any
country all over the world.
Collective sanctions against Sovereign State are available the only under
decision of the Security Council. There was no such a decision on
Yugoslavia. NATO took a role of a World Gendarme and didn't pay attention to
the UN opinion.
Did you forget about the war in Korea, shameful aggression in Vietnam? NATO
aggression against small Yugoslavia shows that, in accordance with opinion
of the Leaders of your countries, it is available to use any tools of
frightening and destruction regardless of Law.
We remind you that both World Wars started from Europe, specially the Balkan
Peninsula. The World War III will be global and will destroy all Mankind by
using the nuclear weapons.
NATO aggression can be the start of the World War III. Do your best to stop
it, demand from your Leaders to stop it until it is not late.

Dear colleagues
We are writing you this letter with the wish to acquaint you with the
situation in our country.
Today is the sixth day since NATO started bombing Yugoslavia.
The following towns have been bombed:
Beograd, Novi Sad, Nis, Pancevo, Sombor, Kula, Cacak, Uzice, Pozega,
Aleksinac, Gornji Milanovac, Kragujevac, Smederevska Palanka, Leskovac,
Lucani, Kraljevo, Kursumlija, Pristina, Prizren, Pec, Gnjilane,
Podgorica, Tivat, Herceg Novi, Bar, Ulcinj, Danilovgrad, ...
Targets of this phase of NATO's bombing were different kind of military
objects and objects which NATO regarded as military ones. Since these
objects are not isolated and out of towns, many civil objects were
destroyed or damaged: several hospitals, more than 100 schools, many many
homes.
Schools and universities stopped working since NATO started bombing
Yugoslavia.
Every day alarms signal that NATO airplanes are attacking Yugoslav
territory. Civilians go to shelters and in cellars, and some stay in
their homes. Parents with their children usually leave their homes and go
to shelters. Unfortunately time under alarms is very long. Rests between
two attacks, that is two alarms, are usually less than few hours.
Therefore, parents with their children live practically in shelters.
In this phase of bombing the targets of NATO were mainly military
objects. What will the targets in next phases of bombing be, only we and
you can imagine.
We hope that before the next, more devastating phases of bombing, NATO
will stop attacks and the negotiations start.
We regard that the reason for the NATO attack should be explained.
As we can see from CNN, BBC, EUROnews and other televisions you can
suppose that the main reasons is giving some autonomy for Albanian ethnic
group, or stopping ethnic cleansing of Albanian people. Both of these
reasons are made-up pretexts for NATO agression.
Serbia is an multiethnic state (2/3 Serbs, 1/3 other: Albanians,
Hungarians, Romanians, Gypsies, Bulgarians, ...). Up to one year ago
there were no conflicts with any of these ethnic groups. Giving an
autonomy to Albanian people is a problem that can be resolved without
NATO bombs. No ethnic cleansing of Albanians at Kosovo was present both
before NATO agression and now.
Unfortunately for us, NATO uses the problem of Albanian ethnic group,
equipping Albanian people with weapons, supporting them to fight and not
to negotiate, only with the unique aim of USA to settle NATO's soldiers
at Kosovo.
An agreemnt was offered to Serbian delegation for one week, without
posibilities to make any changes. The main point of the agreement was
presence of NATO soldiers at Kosovo. Since our politicians did not want
to allow coming of soldiers with weapons from other countries to
Yugoslavia, NATO started bombing Yugoslavia.
More than 10 000 NATO soldiers are waiting at Yugoslav-Macedonian border,
while NATO's airplanes enter Yugoslav territory and attack from Albania,
Croatia and Hungary.
Disregarding a political problem, to start bombing a whole country after
a few weeks of negotiations is a crime.
Please help, according to your possibilities, to stop bombing and
destroying Yugoslavia !

Dear colleagues,
let us inform you in short about the current situation in Yugoslavia.
Maybe it seems for you as a waste of time, but please try to understand
us. The only thing that we can do for stopping the USA aggression is to
better acquaint people around the world what is happening concerning
Kosovo. We can see all TV reports from CNN, BBC, ..., but you can not see
ours.
Today is the seventh day of NATO bombing.
According to the officials of Yugoslav army (till 29th of March):
"- NATO uses 430 airplanes for aggression on Yugoslavia
- They made 1300 fighting flights
- 400 cruise rockets were launched on Yugoslavia
- About 1300 tones of explosives have been thrown on Yugoslavia (250
grams/citizen)"
Is it radioactive or not, specialists will detect.
But you probably do not know, that NATO bombs thrown on Serbs in Bosnia
and Herzegovina in 1995 were radioactive. They used low radioactive
material for the bombs. It was presented at many international
conferences, but it was not a good topic for newspapers.
Yesterday NATO started bombing civil industrial objects.
The workers of the Serbian car factory in Kragujevac are trying to save
their factory by deliberately staying there. They organized shifts such
that about 6000 workers are always present.
Psychological therapy: Every day at 12:00 in several towns in Serbia
there are open music
happenings. We are trying to remain sane in the middle of this madness.
When Greek Minister of Foreign Affairs said that it would be better to
stop bombing Yugoslavia and start negotiations, the President of USA
practically blackmailed Greece with Turkish attack on their islands (CNN
television, 26th March, Klinton speech).
We address you with a plead to urgently, by your professional, local and
political influence in your countries express your solidarity and
contribute that this uncaused aggression by NATO stops.
Whatever your political views on this subject may be, please say STOP to
this senseless massacre. Negotiations can take place only when bombing
stops.
Give peace a chance!

Dear colleagues,
I had intention to write to You every day of aggression, giving You
information what happened the preceding day and night. But I have no
strength to do this regularly. My last letter was written on eleventh day
of aggression. Today is 15th day. Already two long weeks passed in hope and
fear. In between so many bridges (highway and railway) were broken, so many
buildings, so many people was killed. In last days bombs and missals fell
in the downtown of the many small cities. There were many civilian victims.
By mistake or not it is not important. Practically all bridges across the
river Danube are destroyed.
We live in totally schizophrenic situation. During day there are no alarms
and attacks. Is beautiful early spring. Sky is clear. Sun is shining.
People is walking (or slipping after terrible night) relaxing in parks and
on the streets, with children or grandchildren. Almost all institutions are
working (except schools and universities). We are expecting nights with
fear. At 8 hours PM, regularly air alarm is starting, and attacks too. We
are spending nights in shelters, or in flats (if You are brave or hoping
that no one will target your home, or if You are not near industrial or
military buildings), expecting daylight, when regularly attacks stop. And
so day by day. How long we do not know.
If this madness will stop soon, there will be in our peace your
contribution build in.

There seems to be some missing facts here. What we hear and read over
here, President Milosevic began the problem by unurlaterially deciding to
rescind the independance of the people in Kosovo in 1989 and kick them
out of their country. This autonomy was given to them in 1945 and most
have lived and farmed the land they are now being forced to leave for
many generations. He has ordered the slaughter of 1000's and is forcing
ethnic Albanians to leave their homeland and country with only the
clothes on their backs. His troups have then burned thier houses as they
leave. We are only trying to force him to let these people live in peace
and let them return to their homes. Don't try and say these people are
rebel troups, the pictures of the people tell a different story.
Please explain why and how we are getting such a wrong picture of what is
happening over there, the personal stories of people and the anguish they
are experiencing does not jive with your story.
It will be easy to stop the bombing of Belgrade, remove the Serbian
troops from Kosovo.

I would like only in short to answer on your letter, while in addition
you can find a letter with more details.
There are a few mistakes in your prepositions.
1. Albanians have never had independancy in Kosovo during the whole
history.
2. In 1989 Albaninas did not lose their autonomy.
3. Till 24. March 1999 (NATO started to bomb) Albanians never had been
forced to leave Kosovo.
4. Slaugthers of Abaninans never had been done till 24. March 1999.
Today there is a war in Kosovo, and every information about Kosovo is
very suspicious, as from your side as well from our side. We will know
the truth a few years later, as it was the case for Bosnia.
5. Why the Serbian troops have to be moved from Kosovo, from the teritory
of their own state ?
The right question is: Why did the bombardment start ?

Dear John Byam,
Many of whom we have contacted concerning the current situation
in Yugoslavia asked for more information since they are listening only to
what CNN, BBC, Sky News, and other networks are saying.
Historical facts:
- fisrt Serbian state mainly on today's teritory of Kosovo
in XI century. (no Albanians lived there)
- in the following centuries Serbian state enlarged and included
Belgrade.
- from 15th till end of 19th century Serbia (as well as Kosovo)
was conquered by Turkish empire.
- during Turkish occupation many Serbs left Kosovo (due to
Turkish slaughters) and Albanian tribes moved to Kosovo
- during 19th century there were Serbian uprisings and a part of
Serbia was liberated. During Balkan wars (1912-1913) Kosovo was
liberated as well. Population: 55% Serbs, rest: Albanians,
Turks, converted Serbs to Moslems, ...
Also, Macedonia became a part of Serbia.
- After I World War Yugoslavia was formed (merging of Serbia,
Montenegro, and parts under Austria-Hungarian Empire: todays
Slovenia, Croatia and Bosnia). By the way, these three last
mentioned entities were never sovereign states.
- During I&II World Wars more than 200.000 Serbs moved from
Kosovo or were killed and more than 200.000 Albanians moved in
Kosovo from Albania. This was the result of Albanian terror
since they fought on the aggressor's side (Germany, Italy).
(after these events Serbs never retaliated back on Albanians
living in Serbia, and the new population structure remained:
30% Serbs, 65% Albanians, 5% others)
- after II World War (1946) Kosovo was given some form of
autonomy. This, as well as autonomy for Vojvodina (bordering
Hungury with 20% Hungarians), was done by Tito (Croat) in order
to diminish the influence of Serbia as a largest republic in
Yugoslavia.
- in 1974 Tito (Croat) enlarged autonomy for Kosovo (despite
Serbian obstacles) and gave some attributes of a republic in
Yugoslavia, but Kosovo still remained an autonomy inside
Serbia, not a separate republic and sertainly not a trace of
any independancy!
- after Tito's death (1980), a presidency was formed and instead
of one president there were eight (one from each republic and
2 from the two serbian autonomies).
- in this way, on many ocassions Serbia was not equal to other
republics since on some issues the representatives from Serbian
autonomies voted against Serbian interests.
(on the other hand, other republics had no obstacles from their
minorities: 20% of Serbs in Croatia, almost 30% of Albanians in
Macedonia, 40% of Serbs, 10% of Croatians and 50% of Moslems in
Bosnia)
- because of the above, in 1989 the autonomy of Kosovo was
reduced back to the status of before 1974. But still Kosovo is
an autonomous province in Serbia. The Albanian minority has all
the human, religious, cultural and political rights as any
minority in Europe. No ethnic cleansing (forcing to leave or
killing) whatsoever of Albanians occurred.
Current situation:
- due to destabilisation of Serbia as a result of economic
sanctions and various political pressures, some Albanian
polititions seaked more independancy in various forms. These
various options were: status of 1974, 3rd republic inside new
Yugoslavia, and up to seperation from Yugoslavia and formation
of independent state which would in future merge with Albania.
- at this point (or even before) Nato came into game. All
countries surrounding Yugoslavia are either members of NATO, or
became their partners, or declared they will do so, and have
NATO troops on their teritory: Bosnia, Croatia, Hungary,
Romania, Bulgaria, Greece, Macedonia and Albania. NATO, wanting
to include Yugoslavia in their list of countries they control,
seeked a way to do so.
- in order to realize their plans, NATO supported the most
militant groups and armed and trained terorists and ,most
importantly, gave them support in medias.
- only a year ago terorist actions have started in Kosovo and
Serbian police acted. Serbian government offered talks, more
than 10 meetings with Albanian representatives were organized -
not once have they come to these meetings! The so called
"international community" pressured that they should be
involved in this problem and this led to Rambouille.
- Rambouille talks started with the laying out of 10 principles
upon which the aggreement should be sought. Yugoslavia signed
these ten principles - Albanians did not! But when the final
aggreement was offered to both sides, at first, both sides
refused to sign it. After Rambouille talks NATO officials
persuaded Albanians to sign a new document, which they did in
Paris. Our delegation refused to sign since this document
practicaly would lead to Kosovo as a separate state and was not
based on the initial 10 principles. Also, this document stated
that NATO troops should come to Kosovo which our delegation
could not accept.
- Position of Serbian government: they are ready (as they were
before) to offer any degree of autonomy to Kosovo according to
the highest international standards, but short of separation of
Kosovo. The talks about the implementation of such an aggrement
should start after the political solution is found, but no NATO
troops are welcomed.
Humanitarian issues:
- You know that in the meantime a OSCE mission was installed in
Kosovo. I will not comment much on their biased reports (in our
opinion) but the fact is that the head of this mission, William
Walker - American (who certainly is not a friend of Belgrade),
never in his reports stated that there is any human catastrophy
or ethnic cleansing.
- Only when NATO bombing started refugies started to leave
Kosovo. There are many reasons for this: intensified actions of
our police and army against the terorists (I hope you realise
that any country would do it), Albanian terorists are
mobilizing men, and so on. But the main reason is the NATO
bombing. Wouldn't you, in a situation when bombs fall around
you, when there may not be enough food and drinking water, try
to leave that area, or at least move your family? The Albanians
have friends and relatives in Macedonia and Albania and that is
why the refugies are mainly going there.
- But your television does not show the refugies going into other
parts of Yugoslavia, both Serbs and Albanians. They will tell
you that they are running away from bombs.
Legal issues:
- Problems with minorities in any country is an internal problem
by international law.
- Yugoslavia is not attacking any other country.
- Any attack on a sovereign country, if not approved by UN
(Security Council) is an aggression.
- NATO charter states that it is a defensive organisation, and
that no actions will be taken outside of the teritories of its
members and without the approval of UN.
- Constitutions of some NATO countries prohibit military actions
outside of their countries.
(All these laws and international conventions have been broken)
Current consequences of NATO bombings (only civil objects):
- 7 bridges destroyed, several damaged
- In Belgrade: oil refinary, large heating plant (what will
300.000 people do next winter?), one factory, and many
buildings belonging to police and army but of no military
significance. Enormous damage was done to the surrounding
buildings, among them one maternity hospital (biggest in
Yugoslavia), several other hospitals, more than 10 schools,
hundreds of domestic houses and large buidings. Some parts of
Belgrade are without drinking water.
- Practically all cities have been bombed with same or greater
intensity then Belgrade.
- Several large factories completely destroyed, many damaged.
More than 50.000 workers out of job.
- Thousands of domestic homes and civil buidings (including
hospitals, schools) destroyed or damaged, problems with
electricity and drinking water.
- In several cities and smaller towns - direct bombing of civil
houses (no military objects miles around). Result: dozens of
dead and hundreds of wounded.
- For at least 4 previous days NATO practically bombs only civil
objects.
Something to think about:
- If Serbs wanted to conduct ethnic cleansing of Albanians,
wouldn't they have done it till now already, taking advantage
of more favourable political surroundings: I or II World War?
Then Serbs were on the side of alies and Albanians colaborated
with Germany and Italy (formed military units and slaughtered
Serbs).
- How can the fact that that there were 65% of Albanians in
Kosovo after II World War and that today there are nearly 80%
can be explained with ethnic cleansing or any other form of
action on the part of Serbs?
- Whose interest is it that there is humanitarian catastrophy in
Kosovo at this moment? Is it Serbian interest to be bombed or
is it only a pretext for NATO bombing? Is it logical that a 10
million nation (Yugoslavia) under the strictest sanctions ever
conducted on any country would conduct ethnic cleansing,
knowing that NATO countries (population 700 million), with most
sofisticated weapons will attack?
- What about other ethnic problems in the world: Kurds in Turkey,
Basks in Spain, strifes in Algeria and Indonesia, North
Ireland, Corsica in France, Tibet in China, and in many other
places as you well know? Just imagine what would you watch on
your television if NATO decided to act in those countries and
used ethnic problems as a pretext?
- Do you think that intensification of ethnic problems in Kosovo
(of which you have heard only for the past 12 months) and the
problem of refugies (of whom you heard only in the past two
weeks) justify 2 weeks of NATO bombings of a sovereign European
state at the end of the 20th century?
- Why NATO doesn't take into account any peace initiatives in the
past two weeks, even coming from Rugova who is the leading
Albanian politician voted by Albanian people?
Keep in mind the well known saying:
"In war the first casualty is the truth".
Appeal: Please, acquaint your friends and collegues with the above.
We address you with a plead to urgently, by your professional,
local and political influence in your countries express your
solidarity and contribute that this uncaused aggression by NATO
stops.

Republican Policy Committee materials titled "Clinton Kosovo Intervention
Appears Imminent", dated Febr. 22, 1999, and "Senate to Vote Today on
Preventing Funding of Military Operations for Kosovo", dated March 23,
1999.
Quotations:
"If the talks produce an Agreement, a NATO force of 28.000 would be
dispatched to Kosovo immediately. If no Agreement is reached, and the
failure of the talks is the result of Belgrade's refusal to accept a NATO
ocupation force in Kosovo, the result would be a bombing campaign against
Serbia until it reconsidered its position."
"In short, as was the case in Bosnia, the use of NATO air power almost
certainly would lead directly to a U.S. ground presence:..."
"Upon achievement of a peace agreement, Serbian forces would be withdrawn
from the Province (Kosovo) and replaced by NATO troops."
"... a European failure (in Bosnia) was largely due to the Clinton
administartion's active undermining of European efforts. For example, in

consent to foreign occupation of its teritory or be bombed if it refuses
- even though Serbia has not attacked any neighbouring state but is
itself subject to attacks by forces infiltrated from a neighbouring state
(Albania)."
"The Administartion would be taking this action for the express purpose
of forcing Belgrade to agree to the introduction of a NATO ground force
into Kosovo to enforce a peace agreement granting immediate autonomy, and

political aspects of the agreement regarding autonomy, has categorically

unsavory evidence about the most likely beneficiaries of intervention:
the Kosovo Liberation Army (KLA).

the KLA's ties to Islamic radical organizations such as that of terorist
kingpin Osama bin-Ladin ...
the support of KLA derives from drug and organized crime elements in the
Albanian diaspora in Western Europe ...
the KLA's victimization of civilians, both Serbian and Albanian,
the displacement of Serbian civilians from areas controlled by the KLA."

Comments and conclusions:
- It is clear that NATO had a plan for this campaign several
months ago.
- NATO's aim is occupation of Kosovo, NOT solving the
"humanitarian catastrophy" as claimed in medias now. If Serbia
does not comply to this willingly then force will be used.
- Serbia is not attacking anyone, on the contrary it is being
attacked by Albanian terorists (even infiltrated from Albania)
and supported by U.S. Retaliation of Serbian police and army is
justified: they are fighting against terorists whose aim is not
more autonomy but separation of Kosovo from Yugoslavia.
- U.S. administration is undermining any other political
solutions of problems in Kosovo (simply because it does not
want to solve the problem but use it as a pretext for
aggression).
- There is no justification, by international laws and
conventions, for NATO intervention. Thus the need to
satanize Serbs in medias. TV coverages show refugies from
Kosovo implying that there is humanitarian catastrophy and
ethnic cleansing, failing to mention that the problem with
refugies started AFTER the NATO bombing (and thus as a
consequence of it). On the other hand, nothing is mentioned
about the ethnic cleansing of Serbs by militant KLA which
continuously takes place from the start of terorist actions
(1 year ago).
- At all events, the present NATO bombing (and probable ground
troop campaign) is pure and naked aggression on a sovereign
state. For the first time, since World War II, one country (or
group of countries) is attacking another country without the
approval of UN General Assembly or Security Counsil.
The only "approval" they seek is from their citizens using a
monstruous media campaign in which they are hiding the true
issues in Kosovo, their aims for the aggression, and the way
the air-strike campaign is conducted (instead of military
targets, for the past 7 days civilian targets are predominant:
domestic houses and buildings, administrative buildings,
bridges, factories, ...).

Today is the 20th day of NATO bombing.
Up to today NATO launched more than 1000 cruise misseles on Yugoslavia.
During only one afternoon NATO threw over 30 misseles on Pristine (main
town in Kosovo) striking mainly civil objects and houses.
Yugoslav car factory in Kragujevac with 38 000 employees has been totally
destroyed with 13 misseles, while over 200 workers are killed and
wounded.
One NATO's misseles kicked a passanger train Thesalloniki-Belgrade.
NATO airplanes attack Yugoslav army on Yugoslav-Albanian border helping
armed large groups of Albanians and others in their attempts to enter
Yugoslavia.
The President of UN after 15 day's silence from starting of NATO bombing,
the attack without approval of UN and Security Council, only repeated
NATO's request toward Yugoslavia, that NATO should occupy Kosovo.
Angelica Beer, military expert of Green party, one of governmental
party in Germany, accused Joseph Fisher from the same party, minister of
foreign affairs, that he consealed some parts of "peace agreement" for
Kosovo, for avoiding disapproval of German engagement in Kosovo.

Dear colleagues
today is the 25th day since NATO started to bomb Yugoslavia.
NATO has bombed the Petrochemical industry and Nitrogen-chemical industry
in Pancevo, the town near Belgrade, just over Danube. NATO's bombs caused
environmental accident , therefore a great part of the town Pancevo had
to be evacuated. LAST night NATO bombed another chemical facilities near
Belgrade at the south.
According to the official report disseminated to foreign diplomatic
representatives who still stay in Belgrade NATO conducted more than 6000
fighting flights, using 700 airplanes, launched more than 1500 cruise
missiles, and thrown more than 5000 t of explosives.
NATO have destroyed many bridges, it seems that they want to destroy all
bridges.
We can not count how many homes, hospitals, schools, (non military)
factories are destroyed or damaged, how many people are being killed in
their homes, in trains, cars and buses, on streets, on their working
place, etc. NATO, in his action of stopping "humanitarian catastrophy"
killed many more Albanians than they claimed were killed by Serbian
forces.
There is tremendous devastation of Yugoslavia.
Our everyday living is simply devoted to survival.
Recently NATO airplanes bombed column of Albanian refugees, who were
coming back to their homes. More than 60 Albanian refugees were killed.
The pilot of the airplane said that he saw a military vehicle, and he
supposed that it was military column. It seemed that it was the mistake
in recognizing the type of the column. But the pilot made the mistake in
recognizing the nationality of refugees. Since one Serbian military
vehicle was leading and protected from KLA attacks the column of Albanian
refugees, the pilot understood that Serbian military vehicle led Serbian
refugees, and he bombed them. Since the pilot saw one greenish military
vehicle at the head of the column he surely could see many tractors and
horse vehicles with colorful dressed refugees following the first
vehicle.
We have heard that U.S. and NATO have forbidden presentations of that
massacre of Albanian refugees in USA and other NATO countries.

We would like to emphasize only some statements from these releases:
[1]- Kosovo was Serbian land in the past, while very often media say
otherwise,
[1]- Albanians have autonomy in Kosovo, while media very often say that
they don't have,
[1]- NATO was prepared an attack on Yugoslavia in August 1998 , but they
have been seeking a "trigger" for justifying it,
[1]- KLA (Kosovo Albanian Liberated Army) started with attacks in
February 1998,
[3]-KLA ties with terrorist organizations and is based on drug traffic in
Western Europe,
[3]-KLA is fighting for the independence of Kosovo, KLA victimize
civilians, both Serbian and Albanian,
[2]- USA undermined two peace agreements in Bosnia, as they could conduct
their policy for settling NATO troops in Bosnia (on Balkan),
[2]- USA (Madeleine Albright) undermined an European agreement in
Rambuille (France) for Kosovo since it did not involve NATO troops, and
after that USA offered new "agreement" so that NATO troops can occupy
Kosovo,
[3]- There were no ethnic cleansing before NATO bombardment started (24th
March, 1999)
[3]- "Serbia indicated some willingness to accept the political aspects
regarding autonomy for Kosovo, but refused NATO occupation of its
sovereign territory."
[1]- "The only missing element appears to be an event - with suitably
vivid media coverage - that would make intervention politically salable,
even imperative, in the same way that a dithering Administration finally
decided on intervention in Bosnia in 1995 after a SERIES OF "SERBS MORTAR
ATTACKS" took the lives of dozens mainly Moslem civilians, attacks, which
in fact HAVE BEEN THE WORK OF THE MOSLEM REGIME IN SARAJEVO, THE MAIN
BENEFICIARY OF THE (NATO) INTERVENTION.",
[1]-"That the Administration is waiting for similar trigger in Kosovo is
increasingly obvious.",
[3]-CLINTON's STATEMENT that men, WOMEN AND CHILDREN were massacred in
the village Racak in Kosovo, DOES NOT CORRESPOND to the Finish
pathologists' analysis: 42 Albanians of 45 were men, some were uniformed.
NO WOMEN, NO CHILDREN,
[2]- Yugoslavia is being attacked from Albania. These attacks started a
year ago. While Yugoslavia did not attack any country.
- NATO attacked without UN or Security Council approval. It was a
decision of one military organization.
- USA even did not try to obtain approval from Security Council, because
they did not have any argument for the attack.
These statements from the releases obviously show that everybody should
think about the real reason for the NATO attack. During the first days of
the attack, Western television presented many refugees, who left their
homes, and NATO explained that they wanted to stop humanitarian
catastrophy and ethnic cleansing. But a common TV watcher does not know
that before NATO attack there was no humanitarian catastrophy nor ethnic
cleansing (See U.S. release [3]). NATO bombs directly or indirectly
caused Albanians to flee. Indirectly, because as NATO started to bomb KLA
intensified their attacks on Serbian police and civilians. As a reply,
Serbian police and army also intensified their actions. In these
circumstances of a real war, people are fleeing.
Very indicative is the movie: Wag the Dog, with Dustin Hoffman and Robert
de Niro, which practically predicted these happenings in Yugoslavia.
The truth can not be seen on television, but can be revealed by reading
different articles.
Unfortunately an average voter does not read, he only looks television.
Disregarding the truth, the Creators can show on TV what they need, and
lead public opinion to ask just what the Creators want.
The releases of U.S. Senate Republican reveal some manipulations
concerning Kosovo and Bosnia also.
The "massacre" in village Racak in Kosovo was one of "triggers" which
U.S. needed.
The scenes of refugees is another "trigger", which the aim to conceal
real political reasons and aims of NATO's attack.
By the way, almost 30 000 refuges in Macedonia, close to the Yugoslavian
border, recorded by many cameras of Western journalists, disappeared
during just one night. NATO did not give any explanation. We do not know
whether the "refugees" went to their homes in surrounding villages in
Maceodnia ?
Nobody asks: WHY DID NATO REALLY START to bomb?
The first reason they said (stopping humanitarian catastrophy and ethnic
cleansing) obviously is not the true.
The next reason we can expect is that Yugoslavia has nuclear or chemical
weapons.
Of course that it is also a lie.
As the time goes by, the real reason for the attack is fading.
But we would remind you about the background, about the "agreement".
[2] "NATO force of 28000 soldiers would be dispatched to Kosovo", while
"Serbian forces would be withdrawn from Kosovo".
[2] "In Kosovo, USA and NATO are demanding that a sovereign state consent
to foreign occupation of its territory or be bombed if it refuses,..."
Even in Bosnia SFOR (NATO) troops coexist with the armies and polices of
the Serbs and the Moslems and the Croats.
The offered "agreement" (made by USA) was of that kind that some German
politicians, among them Angelica Beer, the member of Green party-one of
governmental parties, and military expert of that party, said that kind
of "agreement" could not be accepted by any sovereign government, since
the "agreement" really means a real occupation of Yugoslavia by NATO.
NATO wants to put all Balkan countries under its control. All Balkan
countries, except Yugoslavia, invite NATO and are asking for membership
in NATO, and in many of them there are already NATO troops. Serbian
government refused NATO troops, and this is THE REAL REASON why NATO is
attacking Yugoslavia.
The last meeting of Madeleine Albright and Igor Ivanov in Oslo also
showed that the problem is not Albanian autonomy, human rights, ethnic
cleansing, refuges and their return to Kosovo, but the only problem is
the presence of NATO troops in Kosovo.

Today is the 36th day of NATO's bombing.
Up to now, there was no one day without bombs, as in Kosovo as in Belgrade.
One more bridge over Danube in the town Novi Sad was destroyed. Now we have
still only 1
(in Belgrade) of the former 6 bridges over Danube.
Overall more than 25 bridges in Serbia were destroyed.
NATO mostly strike civil object and infrastructure, while military or police
objects are
rarely their targets.
NATO is striking civil industry, bridges, roads, urban zones, post offices,
electricity
transfer systems. Among many destroyed factories there are greatest Serbian:
the tobacco
factory, the factory of artificial fertilizer, the factory of domestic
apparatus, the
car factory, two refineries, ..
A consequence is that more than 400 000 people lost their jobs.
Till now more than 30 chemical accidents happened (2 refineries, stocks of
oil, chemical
industries).
An increase of radiation was detected in Kosovo on account of the extensive
NATO use of
waste low radiation material for missiles.
NATO, besides destroying buildings and infrastructure, is killing civilians
and making
accidents which lead to pollution of water, land and air, and by that way
NATO endanger
next generations.
The last great crime of NATO was done in small town Surdulica near Kosovo,
with only one
already destroyed military house. Two houses were totally destroyed and
parctically a
half of the town was damaged. More than 20 killed persons, among them 11
children.
NATO tries to break Serbian television. Several days NATO airplanes have
bombed many
television antennas and transmitters as in the central part of Belgrade as
in other
regions. NATO has requested three hours on Serbian television. Serbian
Television
answered that they could accept it if Serbian television can obtain only one
hour on
Western media. As a NATO answer the main building of Serbian television was
destroyed.
Many people were killed and wounded.
For that accident you probably heard, but for enormous other examples of
devastation and
victims you did not hear.
One evening in Belgrade the only victim of NATO's the most powerful weapons
for killing
was a girl. Fragments of a bomb entered through the window of bathroom on
the second
floor and killed a girl of 3 years who before sleeping was sitting on her
pot.
The possibility for acquainting what really happens in Serbia would be
practically
disabled if Serbian Television would be destroyed. It is a question whether
Western
public would know anything about for example NATO's bombing of Albanian
refuges with 74
killed persons, if Serbian Television did not make a report and sent it in
the world. If
Serbian television did not exist Western media would accuse Serbian Army for
that crime,
if that crime even would be announced.
Misfortune for Serbs is that powerful Western television houses have been
very
successful in accusing Serbs for different fabricated crimes.

A) An American Public Relation firm, Ruder Finn, working for the Croatian
and Bosnian
separatists, publicly bragged that it had been able to turn world opinion
against the
Serbs. In April 1993 on French television, James Harff, the director of
Ruder Finn,
described his proudest public relations effort as having "managed to put
Jewish opinion
on our [Croatian and Bosnian] side." This was a "sensitive matter," he
added, as "the
Croatian and Bosnian past was marked by real and cruel anti-semitism. Tens
of thousands
of Jews perished in Croatian camps... Our challenge was to reverse this
attitude and we
succeeded masterfully. At the beginning of July 1992, New York Newsday came
out with the
article on Serb camps. We jumped at the opportunity immediately. We
outwitted three big
Jewish organizations.... That was a tremendous coup. When the Jewish
organizations
entered the game on the side of the [Muslim] Bosnians we could promptly
equate the Serbs
with the Nazis in the public mind. Nobody understood what was happening in
Yugoslavia....By a single move, we were able to present a simple story of
good guys and
bad guys which would hereafter play itself. We won by targeting the Jewish
audience.
Almost immediately there was a clear change of language in the press, with
the use of
words with high emotional content such as ethnic cleansing, concentration
camps, etc,
which evoke images of Nazi Germany and the gas chambers of Auschwitz. "
B) The Public Relation firm was piling hoax upon hoax. The famous story of
Serb
concentration camps (during the war in Bosnia) was built on a photo of a
gaunt man
surrounded by others, staring at the viewer from behind barbed wire; surely
an image to
chill one to the bones. It took years before a German journalist Thomas
Deichman, in an
article titled "The picture that fooled the world," described how the famous
photo was
staged by its takers, British journalists, who were photographing the
inhabitants from
inside barbed wire which was protecting agricultural products and machinery
from theft
in a refugee and transit camp; the men stood outside of it; and at no time
was there a
barbed-wire fence surrounding the camp. But by that time the image had done
its deed,
terminally slamming the Serbs as genocidal mass murderers.
Somebody could suppose that public relation firms can work independently of
the attitude
of their governments.
C) Serbs were accused that they have a camp for Albaninas at a footbal
stadium in
Prishtina.
A footbal stadium in the Kosovo capital Prishtina stood empty Wednesday, one
day after
reports that Serbian forces were herding ethnic Albanians there in an
apparent relude to
a massacre. An AFP reporter who visited the site said the stadium, whose
galleries can
host some 25 000 spectators, was completely empty and there were no signs of
any mass
groupings (Agence France Presse, March 31).
2. The "trigger" for the NATO airstrikes on Bosnian Serbs was massacre of
citizens in an
open market Markale in Sarajevo. The Serbs were accused, despite the
investigation of UN
officers did not yet clearly show that Serbs did this crime. After the war,
when
conscience of some NATO officers (Canada and UK) do not allow them to hide
the truth,
they stated that the investigation showed that Serbs could not bomb the open
market,
that is the crime was committed by Moslem regime, as NATO could start to
bomb Serbs.
Confirmation also can be found in US Senate Republican Committee releases.
3. During the war in Bosnia, and it is repeated in Kosovo, Serbs were
accused for the
organized rape of tens of thousand Moslem women. Many Western journalists
and media as
well as Moslem regime in Sarajevo reported about Serbian camps for rape
during the war
in Bosnia, but when they were afterwards asked to show victims, they could
not find
them. Very similar behaviour of Western media is about Kosovo.
4. Pretext: "USA and NATO started to bomb Serbs as they could protect Kosovo
Albanian
refugees, and to stop ethnic cleansing". Whoever tries to be informed about
the Kosovo
problem, will find in documents, reports of OSCE mission, Red Cross mission,
US
Republican Committee releases, even NATO reports, that before the NATO
attack there were
no ethnic cleansing, and the refugees as a consequence of organized pressure
on
Albanians to leave Kosovo. Albanian refuges emerged only from some villages
where KLA
(Kosovo Albanian Liberated Army) attacked Serbian police. And these refugees
did not
leave Kosovo, they left their villages and went to another villages or
locations in
Kosovo. But in the last several months before bombing there were no refuges,
since
during the winter KLA was not so active.
5. About 400 000 Serbs fled from Croatia in August 1995. These refugees are
still in
Serbia, while Croatia practically do not allow them to come back to their
homes. USA had
very suspicious role in that ethnic cleansing in 1995 (US Republican Senate
releases of
March 31), and afterwards USA has not forced Croatia to allow refugees to
come back.
Western media hardly reported about that ethnic cleansing.
6. US Secretary Madleine Albright undermined an European agreement in
Rambuille-France
(first meeting), while Western media announced that neither Serbian nor
Albanian
delegations did not accept the agreement (US Senate Republican Committee
releases
/fr022299.htm).
7. The only refusal of Serbian government was regarding deployment of 28 000
NATO
soldiers, while all Serbian police would be withdrawn, and only 1500
Yugoslav soldiers
on Yugoslav border would stay for some time. This dispute Western media
could not
present as the reason for bombing, therefore NATO found out refugees a few
days AFTER
the bombing started, and presented these refugees as the main reason for the
airstrikes.
Why refugees emerged, should be considered on the base of the need of NATO
to justify
their airstrikes.
8. Now, NATO still talks about fulfilling conditions about the "agreement"
for Kosovo,
while public do not know that political arrangement for Kosovo is not the
dispute, but
only refusal for deployment of NATO troops. Serbian government before
bombing suggested
deployment of UN troops instead of NATO troops, but USA refused that
suggestion (24th
March, State Department press briefing, James Rubin).
These days you are witnesses of enormous devastation and a classical
conquering war of
NATO leading the most powerful countries against small and poor Yugoslavia.
NATO is making this crime as all Balkan countries would be under its
military control.
Trying to destroy Serbian television NATO wants to hide its crime.
Similarly NATO has done in Bosnia, where SFOR (NATO) forbidden the Bosnian
Serb
television to take reports from Serbian television. Previously SFOR (NATO)
destroyed a
television transmitter, some kind of connection between two Serbian
televisions in
Belgrade and Banja Luka (Serbian part of Bosnia).

I completely support the opinion of Nadine Gordimer, and the most of the
democratically thinking persons in Yugoslavia, has the same opinion. I hope
that soon this approach will prevail, and that we finally get peace, in
which we will have, among others, a great job to renew and build again our
infrastructure and industry, built in previous years from 1945 to 1986.
I hope that me, and other my colleagues working in fluidization, will have
opportunity to meet You again in peace, may be even at our Symposium in
September. This will be the victory of reason and international
understanding.
