1   RULES :

1.1 (a)     The races will be sailed according to the ISAF Racing Rules 2001-2004, and more specifically according to Appendix D, as amended and integrated by the prescriptions of the Italian Sailing Federation (FIV),  and according to the Class Rules.

1.1 (b)     Eventual amendments to these Sailing Instructions will be in writing by means of official notices affixed to the Official Notice Board in front of the office of the Secretary of the event, located inside the Camping Marina di Venezia. A copy of these notices will be affixed also - when possible - on the Notice board of the So.Ci.Ve. nautical base. Each participant shall check regularly the Official Notice Board, at least before launching the boats and upon returning ashore after the races.

1.1 (c)     Amendments to the Sailing instructions may be made also on the water, and be verbally communicated to the participants: this will be signalled by the display of the Third Substitute pennant accompanied by three sound signals, to signal that the competitors should come close to the Race Committee boat to receive the verbal instructions. This amends the Race Signals contained in the ISAF RRS. In case of need, also verbal instructions may be given, directly on the water, normally through the coaches.

1.2    These Sailing Instructions prevail over any conflicting point of Appendix D, of the Notice of Race, or of the Class Rules.

1.3    The race will be umpired according to the Racing Rules Appendix D 2.2.

1.4    The event is classified in category A as per the RRS Appendix 1.

1.5       The Italian Sailing Federation prescriptions amending RRS 29.2, Race Signals, D2.1, D2.2, D3.1, D3.3 as listed and stated in S.I. 11.

 

2  TEAMS :

2.1    Each team shall consist of at least 4 boats, with a maximum of 5 but only 4 boats shall be allowed to sail in each race.

2.2    Each boat shall display the identification symbols assigned to her by the organisers, (as per Appendix C to these S.I.)

2.3       Coaches and reserves shall display the identification symbols assigned to their team, and they shall station well outside the race course, in the area reserved to them, near to the finishing R.C. boat and well clear from the finishing mark, and they shall be at the disposal of the finishing line Race Officer, to whom they will also communicate the sail number of the reserve boat.

 

3           FORMAT OF THE RACE  :

3.1      Competitors will be divided into two groups by a draw.

3.2      Teams drawing nr. 1,4,5,8,9,12,13,16,17,20,21 and 24 will be assigned to Group A.

3.3      Teams drawing nr. 2,3,6,7,10,11,14,15,18,19,22 and 23 will be assigned to Group B.

3.4      Each Group will sail a full Round Robin.

3.5      At the end of the Round Robins the first 3 teams of Group A will sail a QF Round Robin with the first 3 teams of Group B; teams scored from 4th to 6th in Group A will sail a QF Round Robin against the teams scored from 4th to 6th in Group B; teams scored from 7th to 9th in Group A will sail a QF Round Robin against the teams scored from 7th to 9th in Group B; teams scored from 10th to 12th in Group A will sail a QF Round Robin against the teams scored from 10th to 12th in Group B.

3.6      The 4 teams with the best score at the end of the QF Round Robin 1 to 6 , will sail the Semi Finals 1 vs 4 and 2 vs 3, to the “best team scoring 3 points”.  Semi Finals to the "best team scoring 3 points" for the 4th and 6th place will be sailed also by team 5 of the QFRR 1st to 6th vs team 2 of the QFRR 7th to 12th , and by team 6 of the QFRR 1st to 6th  vs team 1 of the QFRR 7th to 12th.

3.7      The winners of the semi finals for the first 4 positions will then sail the Final to “the first team scoring 3 points”, and the looser will sail petit final to  “best team scoring 3 points”. The winners of the semi finals for the 5 and 6 place will then sail the Final to “the first team scoring 3 points”.

3.8      The above format may be changed if necessary also on the water, according to the decisions of the PRO after consultation with the Chief Umpire.

3.9      Latest by 21.00 hours on Saturday May 15th,  an Official Notice shall be posted fixing the Time Limit after which no Attention Signal shall be given  on Sunday May 16th and the Time Limit to be met, in order to sail the semi-finals and the finals.

3.10   If  the Round Robin is not completed by Saturday May 15th the Petit Final and the Final will be sailed to "the best team scoring 2 points", or if necessary with the knock out system.

3.11   Any tie in the semi finals and finals (0-0 or 1-1 or 2-2) will be broken using the QF Round Robin final ranking.

3.12   If semi finals are completed and finals can not be sailed , the final ranking of the QF Round Robin will brake the tie.

 

4.      COURSE  LOCATION AND DESCRIPTION :

4.1       The courses located in front of  the beach of the Camping Marina di Venezia in Punta Sabbioni, shall be two (2),  respectively marked by a YELLOW flag  and a GREEN flag conspicuously displayed on the Signal boat.

4.2       Each course shall be as in the attached plan (Appendix A) and shall be sailed START-1-2-3-FINISH. All marks shall be left to starboard with the exception of the pin-end mark which shall be left to port. On leg 3 the Finish line ranks as obstruction, and the Finish Committee Boat ranks as Mark and shall be left to starboard.

4.3    The starting line shall be between the staff with an orange flag on the Race Committee Start boat, and an pin-end mark, with a flag of the colour of the course at the other end of the line.

4.4    The finishing  line shall be between the staff with a blue flag on the Race Committee Finish boat, and an inflatable mark at the other end of the line.

4.5     The course's length shall be fixed by the Race Committee in order to have a race lasting approximately 18 minutes. A different duration shall not be ground for redress.

5   STARTING  PROCEDURE :

RRS 26 is modified. The following starting procedure will be used:

RRS 29.3 AND 30 ARE DELETED.

 

6  RECALLS :

Individual recalls shall be signalled as per Racing Rule 29.2, except that the “X” flag shall be displayed up to a maximum of 2 minutes after the starting signal. This amends RRS 29.2. The OCS boats that will not comply with this rule shall be disqualified (black flag D 2.2 (e)).

 

7  TIME LIMIT :

There shall be no time limit for the first boat to finish, however only those boats finishing not later than 10 minutes from the first shall be scored.

 

8  SCORING AND TIES: 

Scoring and ties shall be as per Appendix D3 and D4 as amended in SI 3.11

 

9  UMPIRE BOATS :

The umpire boats shall fly a white flag with the letter "U".

 

10     OFFICIAL  LANGUAGE :

These Sailing Instructions are written in English and have been translated into Italian. In case of doubt or conflict of interpretation the English  text shall prevail.

 

11       RESTRICTED AREA: Appendix B contains the description of the restricted area.

 

12       TRASLATION OF THE APPLICABLE ITALIAN SAILING FEDERATION PRESCRIPTIONS

 

D2.1

                                                                                                          

The Italian Sailing Federation dictates:

All Team Races held in Italy will be held using the system as in D 2.2, without the use of International Code Flag Flag ‘U’.

The Italian Sailing Federation also dictates that in Team Racing events in which more than one match per flight is held , the following starting procedure will be used:

   

Race signals following Flag “AP” or Flag “N”.

 

The Attention Signal (not Warning) or any other signal will be displayed one minute after Flag “AP” or Flag “N” have been dipped. This prescription amends ISAF Rule “ Conduct of a Race”.

  The normal starting procedures will be used when one match per flight will be sailed.

  D2.2        Umpired Races

SINGLE FLAG PROTEST PROCEDURE

Rule D2.2(a) is replaced by:

‘When a boat protests under a rule of Part 2 or under rule 31.1 or 44, she is not entitled to a hearing, except under rule 14 when there is damage. Instead, a boat involved in the incident may promptly acknowledge breaking a rule and take the appropriate penalty. If no boat takes a penalty, an umpire shall decide whether any boat has broken a rule, and shall signal the decision in accordance with rule D2.2(b).’

 D3          Scoring A Race

 D3.1 (a)  In races held with more than 3 competitors per team:

  a)              In the event that an umpire decides to apply the “black flag” in accordance with D.2(e), such notification to the Race Comittee is unforseen  and the “black flagged” competitor shall promptly sail clear of the racing area, and failure to do so could lead to action as provided in ISAF Rule 69.

b)              In the event that a competitor does not return to the pre start side of the course within two minutes, the Race Committee will so inform the Umpire who will then see that the competitor leaves the racing area by Black Flagging him.

c)              The Umpires may apply a 720° penalty for breaches of rules 31, 42 and/or 44, also in the absence of a protest by a competitor .

 D3.3       The Italian Sailing Federation prescribes:

 The scoring penalties that will be applied to the black flagged competitor who leaves the racing area in accordance with D3.1 are detailed below:

 

a)                   Disqualification after a protest hearing for beaking Rule 14              Finishing place +10 points

 b)                  Black Flag or Disqualification under Rule 14.                                       Number of entries in the race +8 points

 c)                   Disqualification after a protest hearing                                                 Finishing place +6 points

 d)                  For all other cases where boats would have been excluded

from the racing area (black flag), including Rules 28.1 and 29.1 Number of entries +1 point.

 

 

APPENDICE  “A”  / APPENDIX  “A”

Diagram  and Description of the Course

1.        Course
:  Start -1 - 2 - finishing boat (to starboard) - 3 - Finish

2.        During leg 2-3 it is forbidden to cross the finishing line: this line is ranked as an obstruction, the finishing line committee boat is ranked as a mark and shall be left to starboard.

3.        Waiting Area: All coach boats shall wait at anchor in the coach boat parking area, as indicated in the above plan. All competitors, afetr finishing, shall wait in the vicinity of their Coach boat, for the signal to approach the start area for a new start, and shall keep well clar of those boats still racing.
